Visitors:       Town Office Administrative Assistant Julie Hoyt, Treasurer Warren Schomaker, Edith Hoolihan, Denise Sachse, Joyce Allan, Bea Davis

Chairman John Allen opened the Public Hearing at 4:20 p.m. and noted the Board will be reviewing adjustments made to the Warrant Articles.  

The first change is to Article 5 to remove the ten thousand dollar limit and to have proper DRA-approved verbiage.  The article read as follows:  

ARTICLE 5:  To see if the Town will vote to permit the public library to retain up to $10,000 received from its income-generating equipment to be used for general repairs and upgrading and for the purchase of books, supplies and income-generating equipment.  

The new article is proposed to be as follows:

ARTICLE 5:  To see if the Town will vote to permit the public library to retain all monies received from its income-generating equipment to be used for general repairs and upgrading and for the purchase of books, supplies and income-generating equipment.

Denise Sasche wants to make sure this is a ballot article; it is.  Denise is concerned that the verbiage isn’t as required by the RSA.  This was reviewed by Town Counsel; the intent of the article is unchanged.  The purpose of this meeting is to assure that voters are aware of the changes made.  Selectman Thompson, seconded by Chairman Allen, made a motion to approve Article 5 as rewritten.  The motion passed unanimously.  

Chairman Allen reviewed the list of adjustments to the Warrant.  A Library Trustee was added to the Town Officer List in Article 1.

Article 5 will be amended as just approved.

Article 7 (fka Article 8) now includes the RSA. ARTICLE 7:  To see if the Town will vote to approve the Ordinance Pertaining to State and National Criminal Backgrounding of Persons Engaged in Municipal Affairs pursuant to RSA *****.  

Bea asked if this is going to apply to all the folks that do Art in the Park or the Farmers’ Market and the vendors that show up for the fireworks; this is going to cost the town money to enforce.  Selectman Thompson noted this article wasn’t written by the Selectmen; it will be up for discussion at town meeting.  Presumably these vendors will have all had these done previously for work in other municipalities.  The Board will have more information for the town meeting discussion.  

The Ordinance is available for review at the Jackson Town Office and will be available for review at the Annual Town Meeting.

The VFW Article was removed as Bill Wogisch has offered to pay for this.

The Library Operating Budget does not need to be added as had been previously decided at the Warrant Hearing on February 11, 2014.  Once the sum is in the operating budget it doesn’t need to be a separate article.  The fifty-three thousand, eight-hundred, sixteen dollars will be added to the current budget figure of one-million, eight-hundred-fifty-five thousand, one-hundred-two dollars for a new total of one-million, nine-hundred-eight thousand, nine-hundred-ninety-eight dollars.  Edith noted this is typically a warrant article and that’s coming from the State Library system’s lawyers.  Selectman Thompson noted the DRA has said it’s not necessary as it was already included in the General Operating Budget.  The Library has been separated out in ways other departments have not; if folks were to approve the operating budget but not the Library article, the town would still have to find a way to fund the Library.  The funding does have protection once it’s in the general budget.

Article 19 (fka Article 29) about the new highway truck required clarification; the language was questioned but the terminology “Raise and appropriate” has to stay.  

There being no further business, Chairman Allen closed the Public Hearing at 4:39 p.m.
